THE JOURNEY OF URBAN POLITICS LITERATURE IN TURKEY: A CRITICAL ANALYSIS OF POLITICAL ECONOMY AND INSTITUTIONALIST APPROACHES

Özet
This article analyzes the urban politics literature in Turkey after 2000 on the basis of two main approaches, by engaging with different studies of urban politics in both developed and late industrializing countries. The political economy approach widely focuses on themes like urban transformation, gen-trification, and public-private partnership in metropolitan cities, basing on theoretical frameworks of neoliberalism, urban crises, and state rescaling. This literature underlines the importance of historical conditions peculiar to Turkey in shaping of urban spaces and power relations among political actors and primary emphasis remains on general trends of capitalism during its neoliberal phase. Secondly, scholars studying the institutional architecture of urban politics focus on themes, such as the reconfiguration of intergovernmental power relations, structure of the metropolitan municipal system, municipal councils, and local governance mechanisms. This literature however misses studies considering institutions as informal relationship networks, norms and power relations beyond their formal structures and taking historical background in consideration. This article aims at discussing the urban politics literature in Turkey by engaging with the recent political economy based studies on late industrializing countries and legacy of gecekondu studies in Turkey. © 2019, Yerel Yonetim Arastirma Yardim ve Egitim Dernegi.
