Türkiye’de Maden Mühendisliği Bölümlerinde İş Sağlığı ve Güvenliği Eğitimine Genel Bakış

Abstract

Ülkemizin önemli sektörlerinden olan ve sanayi için hammadde sağlayan madencilik sektörü, doğası gereği içerdiği riskler nedeniyle bilgi, deneyim, uzmanlık ve sürekli denetim gerektiren sektörlerin başında gelmektedir. Madencilik sektöründe iş kazalarıyla ve meslek hastalıklarıyla diğer sektörlere nazaran daha çok karşılaşılmasının sebebi yoğun emek harcanan bir iş kolu olmasıdır. Bunun yanında, halen iş sağlığı ve güvenliği (İSG) konusunda yeterli farkındalığa erişilmemesi ve alınan önemlerin olması gereken düzeyde olamaması da kazaların ve meslek hastalıklarının meydana gelmesinde oldukça büyük önem arz etmektedir. İş yerlerinde işin yürütülmesi sırasında fiziksel, kimyasal, psikososyal nedenler gibi sağlığa ve güvenliğe zarar verebilecek koşullardan çalışanları ve üçüncü tarafları korumak amacıyla yapılan sistemli ve bilimsel çalışmalar bütünü olan İSG, gündeme geldiği günden itibaren sürekli gelişme göstermektedir. Yer altı madenciliği, açık ocak madenciliği ve cevher hazırlama ve zenginleştirme tesislerinde çok sayıda İSG kuralı vardır. Senelerin birikimi ve tecrübesiyle günümüze kadar gelen bu kurallar, birçok risk ve tehlikenin önemli düzeyde azaltılmasını sağlamıştır. Ülkemizde İSG son yıllarda önem kazanmış olsa da, hala tüm eğitim kademelerinde eğitim oldukça yetersiz durumdadır. 6331 sayılı Kanun’un da yürürlüğe girmesi sonucunda İSG alanında nitelikli insan gücüne duyulan talep günbegün artmaktadır. Yüksek risk teşkil eden meslekler grubunda olan Maden Mühendisliği bölümünde İSG kültürü üzerine iyi bir eğitim verilmesi gerekmektedir. Bu çalışmada Türkiye’de 26 üniversitede bulunan Maden Mühendisliği bölümlerinde İSG derslerinin güncel durumu araştırılmıştır. Elde edilen verilerden yola çıkılarak İSG eğitiminin iyileştirilmesine yönelik çözüm önerileri sunulmuştur.

The mining sector, which is one of the important sectors of our country and which provides raw materials for industry, is one of the sectors that require knowledge, experience, expertise and continuous supervision due to the risk is contains. The reason of being more common than other sectors of the occupational accidents and diseases in the mining sector is a labor-intensive business line. In addition, the lack of sufficient awareness about occupational health and safety (OHS) and the fact that the importance is not at the required level is of great importance in the occurrence of occupational accidents and diseases. OHS, which is a systematic and scientific study which is carried out in order to protect employees and third parties from physical, chemical, psychosocial reasons during the execution of the work, has been continuously developing since the day it came to the agenda. There are many rules in OHS in underground mining, open-pit mining and ore dressing, and mineral processing. These rules, which have survived to the present day with the accumulation and experience of the years, have resulted in a significant reduction of many risks and hazards. Although OHS has gained importance in recent years in our country, education is still insufficient in all levels of education. As a result of the entry into force of Law No. 6331, the demand for qualified manpower in the OHS field is increasing day by day. A good education on OHS culture is required in the departments of Mining Engineering and Mineral Processing Engineering, which is in the group of high-risk professions. In this study, the current status of OHS lectures in Mining Engineering and Mineral Processing Engineering departments in 26 universities in Turkey was investigated. Based on the data obtained, solution suggestions for improvement of OHS education were presented.
