Kentsel Rejim Kentsel Dönüşüme Karşı: Kentsel Dönüşümde Konut Sunum Biçimleri

Abstract

Bu makale, merkezi bir kamu politikasına kentsel siyaset dinamiklerinin ve aktörlerinin nasıl tepki verdiği ve uyum sağladığı sorusundan hareketle, 2000 sonrası Türkiye konut politikasının odağında bulunan kentsel dönüşüm uygulamalarını yerel ölçekte ele almayı amaçlamakta-dır. Kentsel rejim analizi ve İlhan Tekeli’nin “konut sunum biçimleri” kavramsallaştırması birlikte kullanılarak konut siyasetini yapı-aktör ilişkisi temelinde okumayı hedefleyen bir analiz çerçevesi oluşturulmuştur. Bu çerçeve Adana’da 2015-2019 yılları arasında gerçekleştirilen saha araştırmasına uygulanmıştır. Araştırma kapsamında yerel gazete arşivinde taramalar, konut politikası ve kentteki konut üretim süreçlerine dahil olan çeşitli aktörlerle görüşmeler ve konut üretim alanlarına ziyaretler gerçekleştirilmiş, kurum ve kuruluşlardan raporlar, plan-lar, bilgilendirme sunuları derlenmiştir. Kentsel dönüşüm uygulamalarının ürettiği kentsel çevrenin, konutun fiziksel nitelikleri ve üretim sürecinin içinde işlediği ilişki ağları bakımından İlhan Tekeli’nin tanımladığı “toplu konut” ve “yapsatçı” konut sunumuna benzerlikleri ortaya konmuştur. Çalışmada “toplu konut” ve “yapsatçı” olarak tanımlanan iki dönüşüm türü dayandıkları mevzuat, aktörler arası ilişkiler ve uygulamaya dönük bulgular temelinde aktarılmıştır. Adana araştırması so-nuçlarına göre, kentsel dönüşüm politikası, özellikle 6306 sayılı kanunun yürürlüğe girmesiy-le beraber, yapsatçı müteahhit eliyle konut sunum biçimi etrafında örgütlenmiş kentsel koalis-yonu (rejimi) pekiştirmiştir.

This paper, departing from the question of how dynamics and actors of urban politics react and adapt to a centrally formulated policy, aims at analyzing urban regeneration implementations in Turkey, which are at the core of the post-2000 housing policy. Urban regime analysis and “modes of housing provision” as conceptualized by İlhan Tekeli served as the basis of the analysis framework to offer a structure-and-agency approach to housing politics. This framework is adapted to the field research conducted in Adana between the years 2015-2019. The research comprises scans conducted in local newspaper archives, interviews with various actors involved in housing policy and housing provision processes, visits to housing sites in the city, and gathering of materials, such as reports, plans, brief documents. It is presented that the current urban regeneration implementations produce similar urban environments, physical features, and social networks to those produced by “mass housing” and “build-and-sell” modes of housing provision as described by İlhan Tekeli. Two regeneration types, namely “mass housing” and “build-and-sell”, are offered and described in the paper in relation to the legal framework, relations among actors, and implementation phases. The results of the Adana field research suggest that urban regeneration policy, especially after the law numbered 6306 has entered in force, consolidated the urban coalition (regime) organized around the mode of housing provision via build-and-sell contractors.
